TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, April 12, 2018, Saranac Inn, NY Town Hall at 7:00 P.M.
Roll as follows for the Regular Monthly Meeting:

Meeting called to order at 7 P.M. by Supervisor Webb.
Motion by Tom Kimpton, seconded by Rick Lyon to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Rick Lyon, seconded by Dave Perry to accept the minutes. All members voting Aye. Motion carried.
Supervisor Webb has designs for a pole barn for the Highway Department and wants the Board members to form a committee to work with Highway Superintendent McGill on proceeding to make final plans and start construction. The Highway Department has no more room in the garage to store equipment.
Guy Middleton, Lake Manager for the Upper Saranac Foundation, gave a brief presentation on developing a new Watershed Management Plan. Guy advised that grants are harder to get now because the 1999 Watershed Management Plan has never been updated. Supervisor Webb wants to review the 1999 plan along with the Town Board before any discussion will take place on a new plan.
Dan Whitson from Paul Smiths Gabriels Fire Department gave a brief presentation on the new equipment the department has purchased. A list of members was provided to the Board. The following mutual aid agreement was made.
Resolution No 05
The Resolution by the Municipality or Fire District having Jurisdiction over the Fire Company/Department offered by Rick Lyon, seconded by Tom Kimpton the following resolution was
ADOPTED Ayes 4 Webb, Kimpton, Perry, Lyon
BE IT RESOLVED, that this board agrees that the Paul Smiths Gabriels Volunteer Fire Department will participate in the Franklin County Fire Mutual Aid Plan that is currently in effect.
The Franklin County Fire Mutual Aid Plan may be amended and certified by the Franklin County Board of legislators through its County Fire Coordinator and no restrictions exist against “outside" service by such fire company (fire department) within the meaning of Section 209 of the General Municipal Law, which would affect the power of such fire company (fire department) to participate in such plan.
AND BE IT FURTHER RESOLVED that a copy of this resolution is filed with the County Fire Coordinator.
Supervisor Webb read Highway Superintendent McGill's report. The roads are posted and the, plows and sanders are off the trucks. The Hamlet roads have been swept. Once the weather breaks the roads at this end will be swept. The new fire truck from Tupper Lake is here.
On a motion by Dave Perry the board moved to sponsor the Island Chapel. The Island Chapel board wants to use the community room for their annual board meeting.
All members voting Aye. Motion carried.
Town Hall Meeting, Workshop & Event
Supervisor Webb advised that Assemblyman Billy Jones will be holding a Town Hall Meeting, Thursday April 19, 2018 from 5 P.M. to 6:30 P.M. in the community room. Anyone can attend this Town Hall Meeting.
Supervisor Webb received a notice from Franklin County that there will be a Solar Power Workshop on May 10, 2018 from 8:30 A.M. to 3:45 P.M. at Clinton County Community College in Plattsburgh.
Scottie Adams reported that this year is the centennial of the Saint Regis Fire Tower.
General Fund vouchers No. 81 to 98 in the amount of $5,824.64 and Highway Fund vouchers No. 30 to 38 in the amount of $3,109.25 were audited by the Board. Motion by Tom Kimpton seconded by Dave Perry to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
Motion to adjourn at 7:42 P.M. made by Dave Perry, seconded by Rick Lyon. All members voting Aye. Motion carried.
