Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday April 13, 2017, Saranac Inn, NY Town Hall at 7:00 P.M.

Regular monthly meeting called to order by Supervisor Webb. Motion by Rick Lyon, seconded by Dave Perry to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Rick Lyon, seconded by Tom Kimpton to accept the minutes. All members voting Aye. Motion carried.
Update on Old Jeep - The 2008 Jeep, that was used by the Code Enforcement Officer and is no longer road worthy due to the rusted frame, has had a warranty extension by Chrysler/Jeep Corporation. Supervisor Webb sees two options for the Jeep - sell it as is or spend the $1,500.00 to make it road worthy and then sell it. On a motion by Dave Perry seconded by Tom Kimpton, Councilman Kimpton will meet with Upstate Auto and confirm all work that is needed to be done so it will pass New York State inspection and insure that the cost does not exceed the $1,500.00 quote. Councilman Kimpton has the authority to authorize the work to repair the Jeep if the cost does not exceed the $1,500.00. The Jeep will then be sold. All members voting Aye. Motion carried.
Community Center Update - The water filter has been installed by K & L Plumbing. Supervisor Webb was very satisfied with the service from K & L Plumbing. Supervisor Webb also had them give a quote on repairing the boilers in the Hamlet garage for the Town's insurance company.
Rail to Trail Update - Supervisor Webb will try to make the final meeting on April 21st. Supervisor Webb is opposed to Santa Clara having to pay to maintain this trail as the Town of Santa Clara has no one who will profit from this. He feels the Town taxpayers should not have to pay for a trail that will not benefit them or the Town financially.
Brown Cottage Septic information - Supervisor Webb advised that the board received letters and information from Mr. Cohan and Mr. Golden about the issues with the septic systems at the Brown Cottages. At this time there is nothing the Town needs to do.
May meeting - Reminder that the May meeting has been changed to the 3rd Thursday, May 18, 2017.
Mr. Allen of the Back Bay Association advised the Board that he had dropped off the proposed plans for the septic system for the Brown Cottages to the NYS DEC Engineer in Warrensburg on April 13, 2017. The final decision to approve or disapproved this plan is with the NYS DEC. The proposed solution does not involve Mr. Cohan's land. Mr. Allen advised that the Membership was in favor of proceeding in this direction with 19 voting yes, 1 voted no and 6 did not respond.
Good of the Town
Resolution No 10 Town Justice Court Audit
Michael Kilroy audited the Town Justice Court records for the year 2015 per Section 2019-a of the Uniform Justice Court Act. He found the records in excellent condition. The court clerk has them well organized for easy access to information. All reconciliations, deposit slips, checks, monthly reports are readily available for inspection.
On a motion by Tom Kimpton seconded by John Murray the Board accepted and approved the audit of the 2015 Court records. ALL AYE.
Superintendent McGill was unable to attend but left the following report: The Volvo truck has been repaired. One plow needs to be sent to Viking to be fixed. The Highway Department will be sweeping the roads in the Hamlet next week and then Saranac Inn the following week. Once the sweeping is completed, the Highway Department will start hauling sand for next winter.
Rick Lyon inquired on the status of the lights for the remaining signs and flag pole. Tom Kimpton will contact the electrician to get the work finished.
Supervisor Webb advised that the Town needs to get someone to install the fire department radio antenna on the Town garage. He is going to contact Wells Communication to see if they know of someone who installs these antennas. Rick Lyon asked where we stand with the Fire Department. Supervisor Webb advised he is still working with them to finalize everything.
General Fund vouchers No. 113 to 125 in the amount of $14,052.49 and Highway Fund vouchers No. 37 to 43 in the amount of $5,694.92 were audited by the Board. Motion by Tom Kimpton seconded by Rick Lyon to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
