TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, April 14, 2016, Saranac Inn, NY Town Hall at 7:00 P.M.

Regular monthly meeting called to order by Supervisor Webb. Motion by Phil Durkin, seconded by Tom Kimpton to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Tom Kimpton, seconded by Phil Durkin to accept the minutes. All members voting Aye. Motion carried.
Community Center Update - Supervisor Webb reported that the hose reel will be installed in the new garage next week. He is still working with Friends Construction to resolve the issue with the front doors not sealing properly. He needs to contact the contractor that installed the propane tanks as there is water in the fill area. It appears the grade of the land and the depth of the tanks is allowing for water to seep in.
Motion by Phil Durkin, seconded by Tom Kimpton to accept with regret the resignation of Michael Bailey. Michael will be retiring from the Town Highway Department on April 25, 2016. All members voting Aye. Motion carried.
Motion by Tom Kimpton, seconded by Phil Durkin to accept with regret the resignation of Jeannine Light, effective May 13, 2016, from the Town Variance Board. All members voting Aye. Motion carried.
The Town needs to adopt a Local Law requiring prior written notice of certain dangerous conditions. A Public hearing has been set for May 12, 2016 at 6:45 P.M.
Paula McGovern of Friends of Eagle Island, Inc. introduced herself, their attorney Bob Goodsell, and Carol Jackman. They are looking to the community to provide them with any concerns about reopening Eagle Island Camp. Bob Goodsell stated that he appreciated the assistance he has received from Mike Hill, the Towns Legal Counsel on zoning issues.
Good of the Town
Superintendent McGill reported that the new truck has been insured and licensed. They have tested it on the road and taken it to have it weighed. His crew has been sweeping the yard and will start on the roads. Phil Durkin inquired about the Floodwood Road. Are there any problems with it from the winter? Andy report that the road has held up great. There is one spot that needs fill but that spot is a problem every year. The sander is still broke. They are waiting for parts to come before it can be fixed. Andy asked about hiring a person to replace Mike Bailey. Supervisor Webb asked Andy if he wanted part time people or one full time person. Andy advised he wants one full time person. Supervisor Webb and Andy will meet next week to get the process started to hire for the position.
Andy reported that Franklin County will hold a Rabies Clinic on the evening on June 8th in the garage at the Community Center/Town Hall. This one clinic will cover all of the Tri- Lakes area.
Supervisor Webb reported that he has contacted Alltech for a price to install C02 detectors and monitoring service for them in the 2 Town Highway Garages. The new building already has it. The Traffic Safety Board from Franklin County requested to do a 20 minute presentation at the Board Meeting. Supervisor Webb has set this up for the May meeting.
General Fund vouchers No. 102 to 128 in the amount of $17,980.38, Building Fund vouchers No. 9 in the amount of $434.05 and Highway Fund vouchers No. 26 to 42 in the amount of $170,677.98 were audited by the Board. Motion by Tom Kimpton seconded by Phil Durkin to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
