TOWN OF SANTA CLARA BOARD MEETINGS

Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, February 15, 2018, Saranac Inn, NY Town Hall at 7:00 P.M.

Roll as follows for the Organizational Meeting and Regular Monthly Meeting:

Meeting called to order at 7 P.M. by Supervisor Webb.

Motion by Tom Kimpton, seconded by Rick Lyon to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Rick Lyon, seconded by John Murray to accept the minutes. All members voting Aye. Motion carried.

Eagle Island has made a donation to the Town in the amount of $599.24 for the year 2017. The donation is to help with fire and rescue coverage for the Island. aqdesigns and costs.

Open Discussion

Michelle Brown Garcia wanted to let everyone know about the fire extinguisher recall by Kidde. She stated that there are 13 different models and not all are under the name of Kidde. They are not only household extinguishers but also marine and automobile extinguishers. She advised to go to the Kidde.com website and check to see if your model is on the list and then follow the procedure to have a new one sent to you free of charge.

Good of the Town

Supervisor Webb received a thank you letter from Captain John Streiff of the New York State Forest Rangers Region 5. The forest rangers used the community room for a 2 day medical training class. Captain Streiff stated the Town has a great facility and it worked very well for the training. They were able to accommodate all 3 of the Northern Zones with plenty of parking and space to work. Supervisor Webb is going to contact Captain Streiff and let him know they are welcome to use the building any time it is free and if it is needed can be used as an incident command center.

Supervisor Webb met with the Mayor of Tupper Lake and the Tupper Lake Fire Department. The fire truck the Town has will cost too much money to put it in service. Tupper Lake will be getting a new fire truck and they will move one of their older trucks to the Santa Clara Substation. Once the truck is here the Santa Clara Volunteers of the Tupper Lake Fire Department will be trained on the truck. The truck training is the final step of the training for these volunteers.

Rick Lyons asked where the town stands on the acoustics issue in the Community Room. Dave Perry was absent so there was no report from him and the person Dave was going to have come evaluate the room cancelled. John Murray had a professional musician and a sound engineer come and look at the room. They advised John to improve the acoustics correctly it would take thousands of dollars to redo the community room. These professionals felt that putting carpet down, heavy drapes on the windows and some sound panels on the wall in the alcove by the kitchen would solve about 70% of the problem. The Board is going to continue to look into the issue.

Resolution No 03: Life Flight Inc. Contract 2018

WHEREAS: North Country LIFE FLIGHT, Inc. is a not-for-profit, tax-exempt corporation which is responsible for all aspects of patient care by providing medical equipment, training medical personnel and administering the medical portion utilizing the New York State Police helicopter based in Saranac Lake; and WHEREAS: The New York State Police aviation resources do not provide a medically trained team or medical equipment for patient transports; and WHEREAS: The people of Clinton, Essex, Franklin, Hamilton and St. Lawrence Counties receive a vital emergency medical service which is free of charge to critically ill and seriously injured patients, and, therefore municipal governments are asked to pledge monies for this worthwhile program; NOW, THEREFORE, BE IT RESOLVED: That the Town Board of the Town of Santa Clara hereby authorizes the Supervisor to enter into a contract with North Country LIFE FLIGHT, Inc. for the purpose of operating the medical component of the m3devac program, which will serve its residents and visitors, and paying the amount of $ 1,000.00which represents the Town's share for 2018; and be it FURTHER RESOLVED: That the sum of $ 1,000.00is hereby appropriated to Account No. for payment to North Country LIFE FLIGHT, Inc.

Resolution No 04: Franklin County Highway Department assist the Highway Department of the Town of Santa Clara

WHEREAS: It is hereby requested that the Franklin County Highway Department assist the Highway Department of the Town of Santa Clara for the purpose of moving equipment, use of county equipment or paving. It is agreed that this work is undertaken by the Town Highway Department and the job is totally under the direction and supervision of the Town Highway Department. The Town is required to get necessary Agency permits, property owner’s agreements and provide utility notification. THEREFORE BE IT RESOLVED; As an inducement for such assistance the Town will hold the County harmless from property damages and claims brought by any third party as a result of this work and if the County is held responsible for damages the Town will indemnify the County.

It is agreed that this work is undertaken by the Town Highway Department and the job is totally under the direction and supervision of the Town Highway Department. Agreement between the Town Superintendent of Highways of Town of Santa Clara, Franklin County, New York, and the undersigned members of the Town Board.

Pursuant to the provision of Section 284 of the Highway Law, we agree that moneys levied and collected in the Town for repair and improvement of highways, and received from the State for State Aid for the repair and improvement of highways, shall be expended as follows:

1. General Repairs. The sum of $69,240.00 shall be set aside to be expended for primary work and general repairs upon 25.5 miles of town highways, including sluices, culverts, and bridges having a span of less than five feet and boardwalks or the renewals thereof.

2. Permanent Improvements. The following sums shall be set aside to be expended for the permanent improvement of Town Highways:

A. On the road commencing at the Town Line, and leading to Blue Mountain Road a distance of 0.8 miles, there shall be expended not over the sum of $80,000.00 Type- Hot Asphalt, Width of Traveled Surface – 20 feet, thickness – 2 ½ compacted, Subbase oil and stone.

General Fund vouchers No. 22 to 59 in the amount of $34,072.20 and Highway Fund vouchers No. 7 to 19 in the amount of $7,980.54 were audited by the Board. Motion by Rick Lyon seconded by John Murray to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.

Motion to adjourn at 7:45 P.M. made by Rick Lyon, seconded by John Murray. All members voting Aye. Motion carried.
