TOWN OF SANTA CLARA BOARD MEETINGS

Minutes of the Public Hearing and Regular Monthly Meeting of the Santa Clara Town Board held on Thursday July 13, 2017, Saranac Inn, NY Town Hall at 6:30 P.M.

Public Hearing on the proposed Paul Smiths Gabriels Volunteer Fire Department Inc. contract called to order by Supervisor Webb at 6:30 P.M. The contract with the Paul Smiths-Gabriels Volunteer Fire Department, Inc. is for the furnishing of fire protection to the Town of Santa Clara Fire Protection District. The terms of the proposed contract include that the said Volunteer Fire Department shall answer and attend upon calls for emergency fire protection services in the said District; that the contract term shall be for a period of three years commencing January 1, 2018 and terminating December 31, 2020; and that the amount to be paid to the said Fire Department for providing such fire protection services shall be $6,033.00 for 2018; $6,214.00 for 2019; and $6,400.00 for 2020.

All those wishing to make oral or written comments having been heard, the Public Hearing was adjourned at 6:55 P.M. on the motion of Tom Kimpton, seconded by Dave Perry. All members voting Aye. Motion carried.

Regular monthly meeting called to order by Supervisor Webb. Motion by Rick Lyon, seconded by John Murray to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Tom Kimpton, seconded by Dave Perry to accept the minutes. All members voting Aye. Motion carried.

Presentation given by Guy Middleton, Lake Manager, on the Upper Saranac Foundation. The informative 15 minute slide show was on what has been accomplished and future plans of the Foundation to improve the quality of Upper Saranac Lake and Fish Creek Ponds.

Resolution No 12 - Paul Smiths Gabriels Volunteer Fire Department Inc. contract

On a motion by Tom Kimpton seconded by Rick Lyon the Board accepted and approved the contract.

Resolution No 13 New York State Teamsters Highway Department Contract

New York State Teamsters Highway Department Contract for the 2 Town employees for the period of 2018 to 2020.

On a motion by Rick Lyon seconded by Dave Perry the Board accepted and approved the contract.

Jeep Update - Andy McGill advised that the Boy Scouts of America have purchased the old jeep.

Open Discussion

Dick Gunthert stated that the Unit Management Plan by DEC is planning a campsite off of Beaverwood Road. There will be no parking lot for the campsite just a pull off. Dick feels this will be an issue for Beaverwood Road and Fish Creek Park residents. This could be a dangerous situation for drivers on this road. Dick is also concerned about The Point purchasing a house in Fish Creek Park to house its employees. Supervisor Webb will discuss this with the Code Enforcement Officer but at this time he is not aware of any permits being applied for.

Jim Gulino inquired about the fire department as he needs a letter for his insurance company. Supervisor Webb advised some insurance companies are accepting our substation now but some are not. The issues still holding up the process are that the Franklin County Sheriff needs to complete background checks on the new members before Tupper Lake Volunteer Fire Department can vote them in as official members. Until they are voted into the department they cannot be covered by the Franklin County Fireman's Insurance. The Town's pumper truck also needs to be ISO certified to meet some insurance company's requirements. One person in the area does this and he is out on medical leave.

Good of the Town

Highway Superintendent Andy McGill reported that the paving of a portion of the Keese Mills Road will be done in mid-August depending on the contractor's schedule. The department has been busy mowing, trimming trees, sweeping and filling in washouts.

Tom Kimpton reported that the lights are now on the signs. He is addressing the flag pole lighting in front of the highway department. Dig Safe needs to come and mark any lines before any work there can proceed.

Rick Lyon would like to revisit the acoustic issue in the great room

General Fund vouchers No. 175 to 201 in the amount of $38,245.77 and Highway Fund vouchers No. 65 to 70 in the amount of $5,136.58 were audited by the Board. Motion by Tom Kimpton seconded by Rick Lyon to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.

Motion to adjourn at 8:02 P.M. made by Dave Perry, seconded by John Murray. All members voting Aye. Motion carried.
