Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Friday, March 31, 2017, Saranac Inn, NY Town Hall at 7:00 P.M.

Regular monthly meeting called to order by Supervisor Webb. Motion by Tom Kimpton, seconded by Rick Lyon to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Dave Perry, seconded by John Murray to accept the minutes. All members voting Aye. Motion carried.
Update on Old Jeep - The 2008 Jeep, that was used by the Code Enforcement Officer and is no longer road worthy due to the rusted frame, has had a warranty extension by Chrysler/Jeep Corporation. A letter was received from Chrysler/Jeep advising that due to issues with the frames rusting out they have extended a warranty for the frame only. The Jeep was towed to Upstate Auto in Saranac Lake. After review of the letter of warranty and the Jeep by Upstate Auto, it was determined that the warranty letter would cover replacing the frame. Other parts not covered are required and the estimate for the parts and labor is $1,500.00. The Board is considering selling the Jeep as is with the transferable warranty on the frame.
Bonds for Community Center - Supervisor Webb advised the bonds have been purchased. The bonds are for a 28 year period with an interest rate of 3.5% on $1,651,000.00.
Lynne Perry wanted to confirm the dates for the April and May Board Meetings. The April Board meeting will be April 13, 2017 and the May Board meeting will be May 18, 2017.
Good of the Town
Supervisor Webb reported that he has not been able to attend many of the Rails to Trail meetings due to his schedule. Supervisor Webb has been following the communications sent to him by the Rail to Trail committee and he has concerns about the committee wanting the Towns to be responsible for the maintenance of the rail trail. As Santa Clara has no businesses that will benefit from this rail trail he feels the Town should not have to pay for maintenance of this trail.
Rick Lyon inquired if the water filtration unit had been installed in the building yet. The equipment has been purchased but not installed. Supervisor Webb will be contacting K & L Plumbing for a quote to install it as they were the company that did the original plumbing for the building. A quote to replace the boilers at the garage in the Hamlet is also required and he will ask K & L Plumbing for one. The Town needs the quote for the claim with the insurance company.
Rick Lyon also asked where we stand with the substation fire department. Tom Kimpton advised that people that have applied to be members of the Tupper Lake Fire Department have heard nothing from them. Supervisor Webb stated he would contact Carl Steffen and see where it all stands.
General Fund vouchers No. 78 to 112 in the amount of $39,591.39 and Highway Fund vouchers No. 23 to 36 in the amount of $6,037.72 were audited by the Board. Motion by Rick Lyon seconded by John Murray to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
