TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, May 10, 2018, Saranac Inn, NY Town Hall at 7:00 P.M.

Meeting called to order at 7 P.M. by Supervisor Webb.
Motion by Tom Kimpton, seconded by Rick Lyon to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Rick Lyon, seconded by Tom Kimpton to accept the minutes. All members voting Aye. Motion carried
Supervisor Webb advised that the Town Local Law Providing for the Administration and Enforcement of the New York State Uniform Fire Prevention and Building Code needs to be updated. The last time it was updated was in 1984. A Public Hearing for this local law was set by the Board for Thursday, June 14, 2018 at 6:45 P.M
Watershed Management Plan – Supervisor Webb was advised by Guy Middleton, Lake Manager of the Upper Saranac Foundation, that the grant application process for the Watershed Management Plan was released on May 1, 2018 by the New York Department of State. The grant application must be submitted by July 27, 2018. Supervisor Webb and the Board discussed the Watershed Management Plan. Supervisor Webb wants more local representation on a Board for this plan as the plan from the 90's had very little representation by the local people of the Towns affected. Supervisor Webb also would like to speak with the Town Supervisor for Harrietstown and see where that Town stands on the issue. The Board felt that they need more time to think and research before entering the Town into this grant.
Resolution No 05
- Justice Audit – Per section 2019-a of the Uniform Justice Court Act the town is required to annually audit the court records and dockets. An audit was done by Michael Kilroy for the year 2017 and on a motion by Tom Kimpton, seconded by Rick Lyon
ADOPTED Ayes 3: Webb, Kimpton, Lyon.
BE IT RESOLVED, that this board agrees that the audit of the Town of Santa Clara Justice Court for 2017 conducted by Michael Kilroy, independent auditor, is accepted;
BE IT RESOLVED, that the audit found that the court records and dockets were found to be in excellent condition;
AND BE IT FURTHER RESOLVED that a copy of this resolution is filed with the State of New York Uniform Court System
The Board has been researching the issue of poor acoustics in the community room. Rick Lyon obtained a quote from American Micro Industries for 40 2' by 4' foot panels that would be adhered to the walls and ceiling for $3,256.21. This does not include installation and the company does not install them. The Board is not sure that this is the way to go. Rick Lyon will look into movable acoustic panels and get a quote. The Board will continue to research and try all avenues possible to help with the acoustics.
Ron Otten inquired as to the status of the Substation Fire Department. Supervisor Webb advised that a newer truck from the Tupper Lake Fire Department is now located in the Town of Santa Clara garage. The Fire Department is working on getting it equipped. Once equipped the Santa Clara Volunteers of the Tupper Lake Fire Department will have their final training on the truck. Once training is complete the radio system will be activated. The projected date is May 31, 2018. Until all necessary steps are taken Tupper Lake Fire Department will not certify the substation and the Village of Tupper Lake's insurance will not cover the volunteers.
Good of the Town
Supervisor Webb read Highway Superintendent McGill's report. Damage from last week's storm has been cleaned up. The Town had no major damaged. Roads in the South end have been swept except one and that will be done next week. Weather permitting the department will start hauling sand for next winter. All the Town trucks have been under coated. The Fuso truck that is 12 years old needs major box repair. Andy has received quotes for a new truck, box, plow, and sander for approximately $80,000.00 and CHIPS money can be used to purchase the truck. On a motion by Rick Lyon, seconded by Tom Kimpton the board approved the purchase of a new truck. All members voting Aye. Motion carried.
Executive session to discuss a report from the Town Attorney. On a motion by Rick Lyon, seconded by Tom Kimpton the Board moved to executive session at 7:43 P. M. All members voting Aye. Motion carried.On a motion by Rick Lyon seconded by Tom Kimpton the Board returned from executive session at 7:53 P.M. All members voting Aye. Motion carried.
General Fund vouchers No. 99 to 119 in the amount of $8,709.37 and Highway Fund vouchers No. 39 to 51 in the amount of $5,048.12 were audited by the Board. Motion by Rick Lyon seconded by Tom Kimpton to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
