Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday May 18, 2017, Saranac Inn, NY Town Hall at 7:00 P.M.

Regular monthly meeting called to order by Supervisor Webb. Motion by Rick Lyon, seconded by John Murray to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Dave Perry, seconded by Rick Lyon to accept the minutes. All members voting Aye. Motion carried.
Update on Old Jeep - Councilman Tom Kimpton has been working with Upstate Auto on the quote to repair the old jeep and do the warrantee work. Tom was unable to attend the meeting so on a motion by Dave Perry, seconded by Rick Lyon the discussion was tabled until the next board meeting so Tom could present his findings. All members voting Aye. Motion carried.
AFLAC Insurance presentation was made by AFLAC representative Tim Winstead to the Board. All full and part time employees would be eligible to purchase AFLAC insurances. This insurance would be the employees responsibility to pay for not the Town. The Board will talk to the employees and find out if anyone is interested in Tim Winstead giving an employee presentation. This insurance would be in addition to the New York Teamsters insurance the employees already have.
Scottie Adams, Chairperson of the Town Planning Board has requested to attend the Lewis County Soil and Water Conservation District Watershed Conference. On a motion by Rick Lyon, seconded by John Murray the Board approved her attendance at the conference for a fee of $25.00 and mileage. All members voting Aye. Motion carried.
Rail to Trail Update - Supervisor Webb was not able to attend the last meeting. Ed LaGree, Code Enforcement Officer for the Town, was asked by the Rail Trail Committee to sit on a board for trail rules. Supervisor Webb advised Ed that he could be on that board, if he so chose, but there was to be no commitment from the Town of Santa Clara to do anything for the Rail Trail without the Town Boards approval. Supervisor Webb also stated that the Town would not commit to any money to pay for the trail. Scottie Adams has attended the public hearings on the rail trail and feels they are not taking into consideration the wildlife that lives along the trail. Scottie volunteered to go to the Rail Trail meetings in place of Supervisor Webb. John LaHart has attended the public meetings and feels the Rail Trail Committee is under the presumption that the Towns would be paying for the sections of the trail that falls in their Town. Supervisor Webb stated that the Rail Trail would not receive any monetary support from the Town of Santa Clara and the Town Highway Department consists of only 2 men and they cannot be spared to work on the trail. Discussion followed about Scottie Adams attending the Rail Trail meetings and on a motion by Dave Perry, seconded by Rick Lyon it was tabled until Councilman Kimpton could give his input. All members voting Aye. Motion carried.
Cohan Letter - A letter was received from Mr. Christopher Cohan about the sceptic issues at the Brown Cottages. A copy of the letter was provided to all Board members and anyone in attendance that requested it. There is no action for the Town to take at this time. It is in the hands of New York State DEC.
Steve Tucker from Paul Smiths Gabriels Fire Department gave Supervisor Webb a copy of the proposed changes to the upcoming contract renewal. Steve also provided a map that was developed by Franklin County Emergency Services indicating what was considered Paul Smiths Gabriels District to cover under the contract. Supervisor Webb wants to meet with Rick Provost, of Franklin County Emergency Services, and the Paul Smiths Fire Department to review this new district boundaries.
Paul Smiths Gabriels Fires Department is also requesting a speed limit on the Keese Mills Road. Currently there is no speed limit on the Santa Clara section of the road. The department has had several accidents they have responded to caused from extreme speed. The department is also concerned that one of their members on a fire/rescue scene could be stroke by a speeding car.
Resolution No 11
On a motion by John Murray, seconded by Rick Lyon set a speed limit of 35 Miles Per Hour on the Keese Mills Road from the Brighton Town line to the pavement change at the Blue Mountain Road in the Town of Santa Clara. ALL AYE.
Good of the Town
Superintendent of Highways Andy McGill reported that the roadside mower needs to be replaced. He has the money in his budget and requested to purchase a new mower for $7,423.00 and sell the old mower. On a motion by Rick Lyon, seconded by Dave Perry approved the purchase of a new roadside mower. All members voting Aye. Motion carried.
Superintendent McGill requested to hire a part time employee for July 1 thru August 31. On a motion by Rick Lyon, seconded by John Murray the board approved hiring a part time summer employee pending checking the union contract to make sure it is acceptable. All members voting Aye. Motion carried.
Superintendent McGill advised that he will be hiring a contractor to pave the Bay Pond Road instead of using the Franklin County Highway Department. With only 2 Town employees it is not possible to pave roads with that few employees.
General Fund vouchers No. 126 to 153 in the amount of $7,203.26 and Highway Fund vouchers No. 44 to 55 in the amount of $5,935.91 were audited by the Board. Motion by Rick Lyon seconded by John Murray to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
