TOWN OF SANTA CLARA BOARD MEETINGS

Minutes of a Public hearing and the Regular Monthly Meeting of the Santa Clara Town Board held on Tuesday, October 15, 2019, Saranac Inn, NY Town Hall at 6:30 P.M.

Roll as follows for the Public Hearing and Regular Monthly Meeting:

Public Hearing Called to order by Supervisor Webb at 6:30 P.M. on the Preliminary Budget of the Town of Santa Clara for the fiscal year beginning January 1, 2020. A copy of it is available at the office of the Town Clerk at the Santa Clara Town Hall, 5367 State Route 30, Saranac Inn, NY, where it may be inspected by any interested person during office hours.

Pursuant to Section 108 of the Town Law the following proposed salaries of the following Town Officials are specified in said Preliminary Budget:

Supervisor: $15,422.0021
Councilman (4): $3,312.00 each
Town Clerk: $12,327.00
Tax Collector: $3,849.00
Town Highway Superintendent: $51,612.00
Town Justice: $4,842.00

All those wishing to make oral or written comments having been heard, the Public Hearing was adjourned at 6:55 P.M. on the motion of John Murray, seconded by Dave Perry. All members voting Aye. Motion carried.

Regular Meeting called to order at 7 P.M. by Supervisor Webb.

Pledge of Allegiance to the flag of the United States of America.

Motion by Rick Lyon, seconded by Dave Perry to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Rick Lyon, seconded by John Murray to accept the minutes. All members voting Aye. Motion carried

Resolution No 16 2020 Town of Santa Clara Budget

Budget of the Town of Santa Clara for the fiscal year beginning January 1, 2020.

On a motion by John Murray, seconded by Rick Lyon the Board adopted the 2020 budget.

Supervisor: $15,422.0021
Councilman (4): $3,312.00 each
Town Clerk: $12,327.00
Tax Collector: $3,849.00
Town Highway Superintendent: $51,612.00
Town Justice: $4,842.00

On a motion by John Murray, seconded by Rick Lyon the Board adopted the 2020 budget.

Resolution No 17 Saranac Lake Volunteer Rescue Squad, Inc. contract

The new contract with the Saranac Lake Volunteer Rescue Squad, Inc. is for the furnishing of pre-hospital emergency medical care and transport ambulance services of the sick and injured within the borders of the Town. The proposed contract states that its term shall be for a period of one year commencing January 1, 2020 and terminating December 31, 2020 and that the amount to be paid by the Town to the Saranac Lake Volunteer Ambulance Squad, Inc.for providing such services shall be $30,975.00.

Saranac Lake Volunteer Rescue Squad, Inc. will cover the Keese Mill Road/Bay Pond area and from the Fish Hatchery Road to Moss Rock Road.

On a motion by Dave Perry seconded by John Murray the Board accepted and approved the contract.

November regular board meeting will be Thursday, November 14, 2019 at 6:30 P.M.

Open Discussion

Guy Middleton advised the Upper Saranac Foundation has received a grant from NYS DEC to update the Management Plan. He would like someone from the Town of Santa Clara to be a temporary committee member on this project.

Good of the Town

Highway Superintendent Scott LaMay reported that the generator at the highway garage has been serviced by Bill’s General Repair. The generator is no longer in service as the motor is blown. A new generator has been purchased and will be installed shortly. The Floodwood bridge weight limit signs have been reposted at the correct 6 1/2 ton limit. Plows and sanders have been installed on the plow trucks. A new culvert was put it on the Trim Hill Road in the Hamlet. The original culvert was rotted and under mining the road. Cold storage building update – floor drains and oil water separators where installed on September16th, concrete floor was poured on the September 25th and framing and trusses went up on the week of the October 7th.

Supervisor Webb is in contact with a company that wants to buy the methane that the Town’s landfill creates. Supervisor Webb is not sure if the Town’s landfill is the required size and if it produces enough methane. He will continue to communicate with this company and keep the Board informed of his findings.

General Fund vouchers No. 216 to 242 in the amount of $48,166.47 and Highway Fund vouchers No. 68 to 72 in the amount of $3,391.45 were audited by the Board. Motion by Rick Lyon seconded by John Murray to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
