TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, September 8, 2016, Saranac Inn, NY Town Hall at 7:00 P.M.
Roll as follows for the Public Hearing and Regular Monthly Meeting:

Regular monthly meeting called to order by Supervisor Webb. Motion by Tom Kimpton, seconded by Phil Durkin to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by Rick Lyon, seconded by Dave Perry to accept the minutes. All members voting Aye. Motion carried.
Septic System Inspection Programs
Eric Murdock, Engineer, from Onsite Engineering gave a presentation to the Town on Septic Tanks and Inspection Programs. Eric reviewed how the programs work that are already in place in some Towns/Villages in the State. This was just an informative presentation as the Board has no plans at the present to institute an inspection program for septic systems.
New Sign for Building
Rick Lyon has been working with Laura's Custom Artworks, located in Lake Placid, on signs for the new building. Rick had the final contract for the signs from Laura for $4,134.74. Motion by Phil Durkin, seconded by Tom Kimpton to accept the contract from Laura's Custom Artworks for $4,134.74 and authorizing Supervisor Webb to sign the contract. All members voting Aye. Motion carried. The best lighting for the signs is still being researched by Tom Kimpton. Tom had quotes for a new light by the sand pile as the current light is not working. Motion made by Tom Kimpton, seconded by Phil Durkin to have John Swartz replace the sand pile light with a 150 watt LED light at the price of $1,232.00 which includes labor. All members voting Aye. Motion carried.
Department of Environmental Conservation Recreational Trail Process
Supervisor Webb attended a meeting on the recreational trail. The Town takes no stand for or against the recreational trail. With the Town having approximately 8 and 1/2 miles of the trail in the Town of Santa Clara, Supervisor Webb feels it is necessary to have knowledge of what the DEC will be doing with the trail.
No Parking Ordinance
The Town's No Parking Ordinance needs to be updated. There will be a Public Hearing on October 13, 2016 at 6:25 P.M. on the No Parking Ordinance.
There will be a Preliminary Budget Public Hearing on October 13, 2016 at 6:30 P.M. The Preliminary Budget will be put on the Town website as soon as it is available for the Publics review.
November Board Meeting
The November Board Meeting will be changed from November 10 to the 17th.
Michelle Brown Garcia inquired if the Planning Board and Variance Board minutes were on the Town website. Supervisor Webb advised that they are not but felt that they should be. The Town will work with the website provider and have a page added for theses minutes.
Good of the Town
Supervisor Webb thanked Michelle Brown-Garcia and Lynne Perry for their assistance with the open house.
Superintendent McGill reported that the first bridge on the Keeses Mill Road is being replaced by the County. Dave Werner from Traffic Safety had an electronic sign put on County Route 46 by the boat launch to advise motorist of the speed limit. New York State DOT from Watertown is looking into the dangerous intersection on County Route 46 where it meets the Back Bay Road. Andy will be attending the New York State Association of Town Superintendents of Highway conference next week in Lake Placid.
General Fund vouchers No. 227 to 244 in the amount of $5,854.79, Building Fund vouchers No. 13 to 14 in the amount of $2,606.62 and Highway Fund vouchers No. 81 to 91 in the amount of $2,546.37 were audited by the Board. Motion by Tom Kimpton seconded by Phil Durkin to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
