TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, February 13, 2020, Saranac Inn, NY Town Hall at 6:30 P.M.
Roll as follows for the Organizational Meeting and Regular Monthly Meeting:

Regular monthly meeting called to order by Supervisor McGill at 6:30 P.M.
Pledge of Allegiance to the flag of the United States of America
Motion by Rick Lyon, seconded by John Murray to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by John Murray, seconded by Rick Lyon to accept the minutes. All members voting Aye. Motion carried.
Reminder that the regular board meeting for March 2020 will be the second Thursday, March 12th. All Board Meetings will start at 6:30 P.M.
Cedarwood Engineering Services PLLC contract for monitoring the landfill for 2020 has been received. On a motion by Rick Lyon, seconded by John Murray the Board approved the contract. All members voting Aye. Motion carried.
Generator Service: Two quotes were received for servicing the Community Center/Town Hall generator. One from Cummins Sales and Service in Albany for $1,975.00. The second from BGR Power Inc. in North Bangor for $950.00. On a motion by Rick Lyon, seconded by John Murray the Board awarded the contract to BGR Power Inc. All members voting Aye. Motion carried.
Land Donation to the Town: Supervisor McGill received a call from a person in the Hamlet who wanted to donate 0.07 acres of land to the Town. After discussion with the Town Attorney and the Board, the Board respectfully declined to accept the offer.
Audit of Court Records: A letter was received from Justice Michelle Brown-Garcia advising that her court records for 2019 are open for inspection by the Board. The records are being currently audited by an outside auditor. When completed, the audit report will be presented to the Board for review and approval and then forwarded to the New York State Internal Audit Services Unit of the Justice Department.
Salt Shed: Supervisor McGill advised that the Town is now registered with the State to apply for grants. The salt shed grant applications will not be available until spring. A committee consisting of Andy McGill, Scott LaMay, Rick Lyon, and Guy Middleton will meet shortly to start researching what is needed by the Town for a salt shed.
Taxes and Equalization Table: Supervisor McGill shared a copy of the 2020 Statement of Taxes and Equalization Table that was received from the Franklin County Legislature. Anyone wishing to review it can stop into the Town Clerks Office during office hours for a copy.
Ron Otten wants to see copies of documents discussed at the Board meetings available to the public per the rules of Open Government. Supervisor McGill advised he would start making them available at the meetings.
Good of the Town
Scott LaMay Highway Superintendent reported that the holding tank in the fire station garage was pumped out by the Village of Tupper Lake's vac truck. The Village pumped out around 1000 gallons of water. The Town's trucks and equipment are now in the new garage. Still waiting for RSE Electric to finish up the electrical and then Alltec will install the fire alarm system. All snow banks in both districts have been pushed back. Town of Franklin is still using the Town of Santa Clara's International Truck. They have had some issues with the truck, but have repaired them. The Town of Franklin is interested in purchasing the truck.
Supervisor McGill received a letter of resignation from Pam Martin as Secretary to the Variance Board effective March 31, 2020. The Board accepted her resignation with regret.
The Town's Annual Financial Report for 2019 has been submitted to New York State. The Board reviewed the report. On a motion by John Murray, seconded by Rick Lyon the financial report for 2019 was approved. . All members voting Aye. Motion carried.
Donation - On a motion by John Murray, seconded by Rick Lyon the Board approved making a donation to Francis House in Syracuse, New York in memory of long time Town Board Member and past employee Thomas Kimpton. All members voting Aye. Motion carried.
General Fund vouchers No. 38 to 63 in the amount of $24,507.71 and Highway Fund vouchers No. 12 to 25 in the amount of $8,290.78 were audited by the Board. Motion by John Murray seconded by Rick Lyon to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
Motion to adjourn at 7:44 P.M. made by Rick Lyon, seconded by John Murray. All members voting Aye. Motion carried.
