TOWN OF SANTA CLARA BOARD MEETINGS
Minutes of the Regular Monthly Meeting of the Santa Clara Town Board held on Thursday, May 14, 2020, Saranac Inn, NY Town Hall at 6:30 P.M

Regular monthly meeting called to order by Supervisor McGill at 6:30 P.M
Pledge of Allegiance to the flag of the United States of America
Motion by Rick Lyon, seconded by John Murray to dispense with the reading of the minutes of the previous meeting. All members voting Aye. Motion carried. Motion by John Murray, seconded by Mickey Webb to accept the minutes. All members voting Aye. Motion carried.
State of Emergency has been extended for the Town of Santa Clara until June 14, 2020.
Variance Board Secretary – Motion by Mickey Webb, seconded by Rick Lyon to appoint Robin Sullivan as the new Variance Board Secretary. All members voting Aye. Motion carried.
Resolution No.3: Shared Highway Services
On a motion by Rick Lyon, seconded by Mickey Webb the Board authorized the Town Highway Superintendent to sign a contract for shared highway services with Franklin County Highway Department.

Resolution No.4: New York State and Local Retirement System Standard Work Day and Reporting
Be it resolved, that the Town of Santa Clara hereby established the following work days for these titles and will report the officials to the New York State and Local Retirement based on their record of activities

On a motion by Mickey Webb, seconded by John Murray the Board approved the standard work day reporting.

DonationA donation of $2,500.00 was received from an anonymous donor to be used as the Town sees fit. The Board is very appreciative of this donation and thanks the donor.
May 15, 2020 an update from Governor Andrew Cuomo should be announced on the status of reopening the region from the Covid-19 pandemic. The Governor will advise what makes up Phase 1 reopening.
Next Board Meeting will be June 11, 2020 at 6:30 P.M.
Scottie Adams advised the Town Board that the Planning Board has started looking at short term rental regulations for the Town of Santa Clara. The Planning Board is concerned with the safety of the renters as the lodging may not be up to code. The Planning Board would also like a permit system with the landlords contact information so if there is an issue with renters the neighbors can contact the landlord. Beth Hall of the Planning Board advised that she has been reviewing the rental regulations that the Village of Lake Placid just established. Beth is also looking at the online registration and rental program that is used by many Towns and Villages in the Adirondack region. Councilman Webb asked that the Planning Board submit the process in stages to the Town Board for review. The Town Board agreed that the Planning Board should look into this.
Michelle Brown Garcia asked if she would still be able to use the Community Room for the Boater Safety courses in July and August. Supervisor McGill advised she will be able to use the room but may have to limit the size and wear masks depending on what the reopening regulations are at that time.
Good of the Town
Highway Superintendent Scott LaMay reported that all of the Town roads have been swept. The new equipment trailer is behind schedule due to the COVID pandemic shut down. The highway department is about a month behind schedule due to the shutdown and having one employee out of work for 3 weeks. Scott would like to abandon the Everton Road in the Hamlet. It is a dirt road that has not been maintained in years and is mainly used by ATVs and snowmobilers. The Board agreed not to put any money into the road and Councilman Webb will contact the Town Attorney on the legal process to abandon the road. The back door to the Highway Garage has rotted out and the garage is being overrun by rodents.
On a motion by Rick Lyon, seconded by John Murray the Board agreed to have Friends Commercial Construction Corp. replace the door at a cost of $2,471.00. All members voting Aye. Motion carried.
Councilman John Murray reported that he has been talking with Chad Rivers, Town Supervisor for the Town of Waverly, about plowing the roads in the Hamlet of Santa Clara. John should have a reasonable price from Waverly next week to report to the Board.
Supervisor McGill reported that the new garage is finished and ready for the alarm system to be installed. Alltech Integrations will tie the alarm system into the system in the existing garage. A quote of $7,030.00 was received. On a motion by Mickey Webb, seconded by Rick Lyon the Board authorized Supervisor McGill to have the alarm system installed. All members voting Aye. Motion carried.
Councilman Webb wants the Board to look for a real estate agent to appraise and list for sale the Town garage in the Hamlet of Santa Clara.
General Fund vouchers No. 89 to 121 in the amount of $8,692.51 and Highway Fund vouchers No. 38 to 49 in the amount of $4,003.91were audited by the Board. Motion by Rick Lyon seconded by John Murray to approve vouchers and pay audited vouchers. All members voting Aye. Motion carried.
